Overall project objective
The objective of the study was to help the AFD and the Government of the Union of the Comoros, to identify intervention options for the project, in order to significantly improve access to quality hospital care for the population, in one of the poorest countries of the region which suffers from low utilisation of health services due to low quality.
Project description
The purpose of this project is to carry out a pre-feasibility study for a program of modernization and reorganization of five hospitals included in the project:
- Centre Hospitalier de Référence Insulaire (CHRI) of HOMBO (Anjouan)
- FOMBONI Island Reference Hospital (Mohéli)
- Pole Hospital (HP) of FOUMBOUNI (Grande Comore)
- DOMONI Pole Hospital (Anjouan)
- Mitsamiouli Hospital (Grande Comore)
Scope of work
- Data collection and diagnostics
- Identification of the perimeter of intervention by site
- Brief description of the work and equipment to be installed
- Assessment of the impact of the project in terms of time and financial impact
- Pre-study of the environmental and social aspects of the project
- Definition of the necessary project management assistance
Results
- Gather the plans of the district, access to water, electricity and sanitation (particular attention to buried networks), access roads to the site, existing or future projects, the conditions of realization and sustainability of the works, the climatic conditions were taken into consideration
- Diagnosis of the sites and buildings to list not only the deterioration of the existing buildings but also the deficiencies in terms of access, flow and external development
- Construction costs, based on different unit prices between:
- Complex buildings
- Simple buildings
- Rehabilitations
- Costs of exterior improvements required for the commissioning of new projects:
- Junctions with existing facility
- Connections to existing networks or creation of new networks
- Various arrangements (additional fences, landscaping…)
- Identify the possible impacts of the project on the environment and on the social life present on the sites
- Describe the environmental problems
- Identify and propose feasible and cost-effective solutions to remedy or mitigate the impact
- Make a costed estimate of the necessary project management assistance
